  1. Used to drive to Grandpa’s house in S.C. almost every month in summer from East Bay, San Lorenzo, cannot ever remember getting stuck in traffic around ’68 to ’72 –
    The CHP would park a car in a turn out up the hill before Cloud 9. I was about 8 years old my dad, as he slowed, said look at the driver; so I did and it was a mannequin dressed as a CHP in drivers seat.
    That could confirm the lack of traffic as everyone did speed, so why put the CHP car w “a dummy” on a straight stretch if traffic jams existed.
