It’s interesting, it sounds like it was more of a subsidized-school-lunch / general sort of welfare program for the poorest kids in Toronto, it just got mixed with some misguided views of the area on the benefits of “fresh” outdoor air (as opposed to clean/bacteria-free air).
Whereas today the (private) outdoor schools like the Toronto Nature School are more of a reaction to too much screen time and too much disconnection from nature among mostly well-off kids. Very different!
Bring back nap time.
