It is harsh to call this photo a scene from a “black ghetto.” If the caption above another version of this picture is correct, it shows a section of Bienville Street across Basin Street from the French Quarter, adjacent to the Iberville public housing project. While the Iberville was built on land that was once (until around 1900) New Orleans’ red light district, and the project became blighted by the late 20th century, in the 1950s the housing was pretty new.
