Early telephone systems relied on manual switchboards operated primarily by women. These workers sat in front of large panels filled with holes known as jacks. When a customer picked up a handset, a light appeared on the switchboard to signal the Central Office. The operator answered the call and asked the customer for the name or number of the person they wished to reach. She then used a set of specialized phone plugs to complete the circuit.
The equipment consisted of long, flexible cords with metal tips. To connect two people, the operator inserted one plug into the caller’s specific jack and the other into the receiving jack. Each pair of these plugs was part of a cord circuit. This setup included a physical switch on the operator’s desk. This switch allowed her to enter the conversation to verify the connection or provide help. Operators stayed on the line until they were sure the two parties were speaking. They also monitored the line to know when the call ended so they could clear the cords for the next user.
Before automatic systems existed, many residents used shared party lines for local calls. The operator was necessary for any communication that went beyond those shared wires. Because she held total control over the physical connection, the operator was in a position to hear every word of a private conversation. This was a standard part of the job during the early 20th century. Callers generally expected the operator to be professional and discreet, but the technology did not physically block her from listening to the audio.

In the 1920s, telephone companies began to install automatic dial systems. These machines allowed customers to connect their own calls using a numbered dial located on the telephone base. Companies introduced this technology to reduce the high labor costs of hiring thousands of manual workers. Automatic exchanges also improved the security of the call. Manual switchboards remained in use in many smaller towns through the 1960s. Operators worked in long shifts to provide service 24 hours a day. They sat in rows and moved their arms quickly to handle hundreds of calls every hour. Their hands moved constantly to manage the many cords hanging from the vertical panels. As phone technology became more advanced, mechanical switches took over the daily work of routing signals. The operator’s role changed from manual connection to assisting with long-distance routing and emergencies.
