On January 7, 1942, the United States military formally addressed the specific threat of chemical warfare against American civilians. This meeting took place exactly one month after the Japanese attack on Pearl Harbor. The nation was on high alert for follow-up attacks on the mainland. T.W. Smith, Jr., who owned the Sun Rubber Company, traveled to Washington D.C. with his lead designer, Dietrich Rempel. They met with Major General William N. Porter. Porter held the position of Chief of the Chemical Warfare Service. The purpose of this meeting was to present a specialized piece of protective equipment. This equipment was a gas mask designed specifically for children between the ages of eighteen months and four years.


The United States military recognized that standard adult gas masks were not functional for small children. Adult masks were too large to create an airtight seal on a child’s face. They were also heavy and had a frightening appearance. During the first world war, gas masks became symbols of terror. The Chemical Warfare Service knew that if a gas attack occurred, children would likely panic. A panicking child often rips off their mask. This would lead to immediate exposure to toxic chemicals. To solve this problem, Smith and Rempel proposed a design that turned the mask into a toy.
Walt Disney participated in the project by giving his full approval to use his most famous character. He did not charge the government for the use of the Mickey Mouse likeness. The design team at the Sun Rubber Company in Barberton, Ohio, spent several weeks perfecting the mold. The mask was made of a single piece of molded rubber. It was designed to look exactly like the face of Mickey Mouse. The character’s iconic round ears were molded as floppy rubber attachments on the top of the head. The glass lenses for the eyes were large and circular to provide a wide field of vision for the child.
The technical specifications of the mask were rigorous. The air filter and the exhale valves were hidden within the snout of the character. This snout protruded forward just like the nose of the cartoon mouse. The interior of the mask had a soft rubber flange. This flange pressed against the child’s skin to ensure that no contaminated air could leak in. The head straps were made of elastic webbing. They were designed to be adjusted easily by a parent or a teacher. The goal was to make the mask comfortable enough for a child to wear for several hours at a time.

The military strategy relied on the concept of a game. Civil defense officials planned to train children to put on their “Mickey faces” as a regular drill. They believed that if the mask was seen as a costume, the child would associate it with fun rather than danger. This psychological approach was intended to increase “wear time.” Survivability in a chemical attack depends entirely on keeping the airway protected until the gas dissipates or the person reaches a safe zone. The Mickey Mouse design ensured that the child would be an active participant in their own safety.
Major General Porter was impressed by the sample. He authorized the Sun Rubber Company to begin production on a trial run of 1,000 masks. The factory in Barberton was already a major producer of rubber goods. Before the war, they manufactured rubber balls, dolls, and teething rings. They possessed the specialized machinery needed to create complex rubber molds. The transition to war production was swift. The factory floor was reorganized to handle the assembly of the glass eye-pieces and the insertion of the chemical filters into the rubber snouts.
The filters used in these masks contained activated charcoal. This charcoal was treated to neutralize various types of poison gas, including mustard gas and phosgene. The military provided the specific chemical components for the filters. The Sun Rubber Company was responsible for the physical housing and the final assembly. Each mask was tested for leaks before it left the factory. The initial 1,000 masks were sent to the Chemical Warfare Service for field testing. These tests involved placing children in simulated environments to see how long they would tolerate the device.
The military planned for a much larger rollout of character-themed masks. Dietrich Rempel and the Disney artists discussed creating a line of different characters. This would allow children to choose their favorite. A Donald Duck design was drafted for older children. The military believed that having a variety of characters would prevent the masks from becoming boring during long drills. They also looked into using characters from other comic books. The success of the Mickey Mouse mask was the deciding factor for the rest of the program.


The production of these masks required a significant amount of natural rubber. By early 1942, the United States faced a severe rubber shortage. The Japanese military had seized control of the major rubber plantations in Southeast Asia. The War Production Board had to prioritize rubber for essential combat equipment. This included tires for Jeep vehicles, treads for tanks, and boots for infantry soldiers. The government began to ration all rubber products. This shortage created a conflict for the Mickey Mouse gas mask project. Each child’s mask used about the same amount of rubber as several pairs of soldier’s boots.
The distribution plan targeted major coastal cities. New York City, San Francisco, and Los Angeles were considered the highest risk areas for enemy bombing. Local civil defense wardens were prepared to hand out the masks to families with young children. The wardens received instructions on how to teach parents to fit the masks properly. They also received educational materials that used the Mickey Mouse character to explain the importance of the equipment. The goal was to have a mask ready for every child in the “red zones” along the coasts.

As 1942 progressed, the intelligence reports changed the military’s outlook. The threat of a large-scale chemical attack on the American mainland began to decrease. The United States and its allies had established better control over the Atlantic and Pacific oceans. The logistical difficulty of an enemy navy bringing enough gas to the American coast was immense. The masks were never used in a real emergency. The project officially ended when the military determined that the rubber was more valuable for other parts of the war effort.
